This report covers Russian investigations at Paducah, Kentucky and Portsmouth, Ohio in 2003 and serves as a “how-to” guide for citizens, groups and communities around DOE facilities about how to use Dr. Sergey Paschenko’s methods to obtain their own independent information about artificial radioactivity in their surroundings. This guide was compiled by Norm Buske of TRAC (The RadioActivist Campaign) based on information from the Dr. Sergei Paschenko's “Initial Investigation of Radiation in the Vicinity of the Paducah and Portsmouth Gaseous Diffusion Plants.” Because of the size of this file, it is not currently available for download, please contact Do Lee for a copy on CD for a minimal fee. Please note that Paschenko's (Siberian Scientists for Global Responsibility, SSGR) original text is included in its unedited form and has NOT been vetted through a formal scientific review process. Paschenko's report is not an ISAR product and is posted to show interested parties the original data and information that was used to synthesize the Citizen's Guide.

Project Background: The project, launched in November of 2003, builds links between citizen groups in Portsmouth and Paducah through an environmental monitoring initiative involving experienced Russian scientist/activists. Sergei and Elena Paschenko, from the Siberian Scientists for Global Responsibility (SSGR), have been working with women activists in each location to conduct training and monitoring of contaminated sites. The project is designed to engage citizen activists in the process of environmental monitoring, including setting goals, collecting samples and informing the public about results.

The monitoring focused on areas identified by SSGR, in each community. Following the month-long monitoring process, SSGR analyzed and compiled the data. This data will be published in an illustrative, easy-to-understand booklet summing up the project’s key findings. The booklet will be distributed in both communities at a public meeting/press conference and will serve as a model for future citizen monitoring initiatives.
