ISAR received permission to publish a Russian language version of the Environmental Law Institute's (ELI) "Environmental Advocacy Toolkit" which ISAR planned to translate, adapt, and distribute in the FSU. ELI translated this publication into French, Swahili, Portuguese and Arabic, but a Russian version would be the first publication of its kind to be available to activists in the FSU. ISAR began to collect case studies for the publication and to receive endorsement from leading activists across the FSU, before having to end the effort in the fall of 2005 due to a shortage of organizational funding.
